Practice-Based Analysis Of The Issue Of Iran's Government Smartening, With A Focus On The Seventh Development Plan Law

Abstract

According to Article 107, Clause (c) of the Seventh Development Plan Law and the regulations of Clause (c) of Article 7 of the 1402 Budget Law, executive agencies are obligated to provide at least 20% of their electronic services intelligently each year over the five-year plan period. However, credible evidence suggests that the level of intelligence achieved by the end of Mehr 1403 was approximately 15%. Therefore, the aim of this research is to analyze the challenges facing government smartening by adopting a practice-based approach and a critical perspective. This research employs thematic analysis and draws on Reckwitz's (2002) practice theory as a theoretical framework for data analysis. Themes referring to 'routinized activities' were labeled as practices. Ultimately, 16 practices were identified, and the dimensions (material, meaningful, and skillful) of each practice were separately identified and narrated using the aforementioned theoretical framework.
