Foresight of Digital Governance Development in Iran towards the Creation of a New Social Order with Emphasis on the Role of Emerging Technologies

Abstract

Digital transformations, as key drivers of change in social structures and governance, play a significant role in the development of governmental systems. This paper, using a qualitative approach and scenario analysis, explores the key drivers of digital governance development in Iran. The research is based on the STEEP theoretical framework (Social, Technological, Economic, Environmental, and Political) and identifies potential future scenarios for digital governance in Iran. Data were collected from credible domestic and international sources related to digital governance and analyzed through meta-synthesis and qualitative content analysis. The results show that technological drivers, such as digital infrastructure and emerging technologies, have the most significant impact on digital governance development in Iran. The proposed scenarios suggest that with coordination among technological, social, and political drivers, it is possible to achieve more advanced and efficient digital governance. Finally, the paper offers recommendations for improving digital infrastructure, enhancing transparency and accountability, and increasing citizen participation.
