Family planning programs educate individuals with knowledge and tools for informed reproductive choices. The aim of this research is to evaluate the effectiveness of population policies and family planning in Iran from 1989 to 2012. This study employs a qualitative method. The statistical population includes professors and experts in population policy. For selecting research samples, a snowball sampling method was used, and for data analysis, interviews and thematic analysis techniques were employed. The research results yielded 10 sub-themes and 4 main themes regarding the effectiveness and ineffectiveness of the family planning program from 1989 to 2012, where effectiveness includes structural and knowledge transformations, and ineffectiveness encompasses structural and operational weaknesses. This research assesses population control policies as a historical trajectory and in a longitudinal manner, aiming to identify the effectiveness and ineffectiveness of these policies over the years.
