This paper analyzes the reasons behind the failure of Iran's 20-Year Vision Document (2005-2025) and offers lessons for the future. As one of the country’s most important development programs, the Vision Document aimed to elevate Iran’s position in scientific, economic, and political domains. However, it ultimately failed to achieve its objectives. The innovation of this research lies in its comprehensive, multi-dimensional analysis of the causes of this failure, which are examined from political, economic, social, cultural, and educational perspectives. Furthermore, thematic analysis is used to categorize the identified factors and present a cohesive framework. The findings indicate that weak policy implementation, economic fluctuations, international sanctions, neglect of the country’s fundamental infrastructure, and insufficient public participation were key factors in the document's failure. The conclusion emphasizes that to achieve long-term development goals, it is essential to follow more rigorous processes in the formulation and implementation of development documents, strengthen transparency and effective oversight, and reduce dependence on oil resources.
