Abstract
The legitimacy of public policies, as one of the factors of success in governance, guarantees public support, effective implementation, and sustainability of policy outcomes. Given the vital role of this concept, this study attempts to provide a comprehensive framework for analyzing and promoting the legitimacy of public policies in the stages of formulation, implementation, and evaluation of public policy-making process.The current study has a qualitative approach and the research data were collected through purposeful sampling and semi-structured interviews with a total of 20 members of Parliament of the Islamic Republic of Iran, managers of governmental organizations and public non-governmental institutions, and policy experts. Thematic analysis method was used to analyze the data. The criterion for the number of interviews was reaching the theoretical saturation point. Using thematic analysis method, a thematic network of the legitimacy requirements of public policies was extracted with 92 basic themes, 17 organizing themes, and 3 overarching themes.
