The Laboratory of the Future; A New Paradigm in Future-based Governance

Abstract

In today's complex and rapidly changing world, policymakers at all governmental levels face numerous challenges and uncertainties. This has underscored the need for innovative approaches to policymaking. This article introduces the "future laboratory" as a novel model within the framework of future-based governance to address these challenges effectively. Employing descriptive-analytical and future wheel methodologies, this study outlines the key components of a future laboratory, including: exploring, analyzing, and creating future images; testing policies in multiple scenarios; and proposing solutions grounded in future-oriented processes. The future laboratory is a simulated environment that empowers decision-makers and policymakers to visualize alternative futures, experiment with policies and programs under various scenarios, and assess their potential outcomes. By leveraging advanced tools such as simulation, modeling, and data analysis, this platform offers a comprehensive and dynamic view of possible futures, guiding informed decision-making.
