چارچوب سیاستگذاری نوآوری مأموریت‌محور: مطالعه مروری

چکیده

با ظهور و بروز مشکلات جهانی به خصوص در زمینه‌های مربوط به اقلیم و گرمایش جهانی، دوران جدیدی از سیاستگذاری نوآوری آغاز شد و محققین با معرفی مفاهیمی همچون سیاستگذاری نوآوری مأموریت‌محور درصدد تکامل سیاستگذاری علم و فناوری برآمدند. یکی از نقدهای اساسی به سیاستگذاری نوآوری مأموریت‌محور، نبود چارچوب مشخص برای سیاستگذاری بوده است و محققین مختلف در سال‌های اخیر در تلاش برای تبیین چارچوب سیاستگذاری و افزایش غنای این مفهوم بوده‌اند. این مطالعه به مرور نظام‌مند چارچوب سیاستگذاری نوآوری مأموریت‌محور در پایگاه‌های scopus و web of science پرداخته‌است. در این نوشتار ضمن تحلیل استنادسنجی مقالات، مفاهیم کلیدی مطرح شده در مقالات بررسی شده است. رویکرد سیستمی/اکوسیستمی، دوگان مساله/راه‌حل، رویکرد سیستمی/اکوسیستمی، حکمرانی، تقابل با رژیم نوآوری مستقر و اجرای سیاست از مفاهیم اصلی استخراج شده از مقالات بوده است. در پایان با شناسایی شکاف‌های تحقیقاتی، پیشنهادهایی برای انجام تحقیقات آینده ارائه شده است.
