چکیده
مطالعه حاضر با هدف ارائه الگوی سیاستگذاری توسعه هوش مصنوعی در راستای برنامه هفتم توسعه انجام شد. برای دستیابی به هدف از طرح پژوهش آمیخته اکتشافی استفاده گردید. جامعه مشارکتکنندگان شامل خبرگان نظری (اساتید فناوری اطلاعات و هوش مصنوعی) و خبرگان تجربی (مدیران سازمان فناوری اطلاعات و ارتباطات کشور) است. با روش نمونهگیری نظری در نهایت از دیدگاه 12 نفر از خبرگان مشارکت کردند. در بخش کمّی نیز از دیدگاه مدیران و کارشناسان سازمان فناوری اطلاعات و ارتباطات کشور استفاده شد و اندازه نمونه با روش تحلیل توان 130 نفر برآورد شد. نمونهگیری بخش کمّی با روش خوشهای-تصادفی صورت پذیرفت. برای تحلیل دادهها در بخش کیفی از روش گراندد تئوری دادهبنیاد با نرمافزار Maxqda و در بخش کمّی از روش حداقل مربعات جزئی با نرمافزار Smart PLS استفاده گردید. یافتههای پژوهش نشان داد شرایط علّی (عوامل دولتی، عوامل قانونی، عوامل اقتصادی و عوامل اجتماعی) بر پدیده محوری (سیاستگذاری توسعه هوش مصنوعی) تأثیر میگذارند. پدیده محوری، شرایط زمینهای (بسترهای فناورانه و دانشی هوش مصنوعی) و شرایط مداخلهگر (چالشهای اجرای سند ملی هوش مصنوعی) بر راهبردها و اقدامات (سند ملی هوش مصنوعی) اثر گذارند. در نهایت سند ملی هوش مصنوعی به توسعه عملکرد فنی هوش مصنوعی، توسعه عملکرد اجتماعی هوش مصنوعی منجر میشود.
