چکیده

سیاستگذاری خارجی صرف نظر از نگاه تئوریک به مسئله، در یک بستر فرایندی و متأثر از عوامل مختلف شکل می­گیرد. با توجه به افزایش ضریب تأثیر هوش‌مصنوعی، در این مقاله تلاش شده تا چگونگی تأثیر هوش‌مصنوعی بر سیاستگذاری خارجی آمریکا مورد سنجش قرار گیرد. این پژوهش دارای رویکرد توصیفی-تحلیلی است که از طریق بررسی داده‌های کتابخانه‌ای انجام شده است. برمبنای یافته­های تحقیق، سیاستگذاری خارجی در آمریکا متأثر از هوش مصنوعی در آستانه تحول و دگردیسی قرار گرفته است. حوزه تمرکز راهبردی آمریکا در حال چرخش به فناوری‌های نوین است. هرچند تغییر دینامیسم قدرت در مقابل کشورهای ضعیف­تر می­تواند به نفع آمریکا باشد اما در مقابل چین وضعیت متفاوت خواهد بود. براین اساس؛ آمریکا در سال­های آینده بر قاعده­گذاری، هنجارسازی و نهادسازی هوش­مصنوعی متمرکز خواهد شد. همچنین حوزه­های مختلف سیاست­گذاری خارجی اعم از حوزه­های دیپلماسی، دفاعی- نظامی و سیاست تحریمی آمریکا متأثر از هوش مصنوعی متحول و تقویت خواهد شد.
