آزمایشگاه آینده؛ الگوواره جدید در حکمرانی آینده‌پایه.

چکیده

در دنیای پیچیده امروز، تصمیم‌گیری‌های کلان در سطوح مختلف حکومتی با چالش‌های متعددی روبرو است و عدم قطعیت‌های فراوان، سرعت فزاینده تغییرات و تنوع روزافزون مسائل، نیاز به رویکردی نوین در فرآیند سیاستگذاری را بیش‌ازپیش آشکار ساخته است. در این میان، مفهوم «حکمرانی آینده‌پایه» به‌عنوان راهبردی کارآمد برای عبور از این چالش‌ها مطرح می‌شود و هدف مقاله حاضر معرفی «آزمایشگاه آینده» به‌عنوان الگویی نو در فرآیند حکمرانی آینده‌پایه است. در این پژوهش با استفاده از روش‌های توصیفی-تحلیلی و چرخ آینده، اجزای کلیدی آزمایشگاه آینده شامل «کاوش، تحلیل و خلق تصاویر آینده»، «آزمون سیاست‌ها در تصاویر متکثر» و «پیشنهاد راه‌حل‌های مبتنی بر فرایند آینده محور» تشریح شده است. یافته‌ها نشان می‌دهد آزمایشگاه آینده فضایی شبیه‌سازی‌شده و تجربی است که به تصمیم‌گیران و سیاستگذاران امکان می‌دهد آینده‌های مختلف را به تصویر کشیده، سیاست‌ها و برنامه‌های خود را در قالب سناریوهای گوناگون آزمایش کرده و تبعات آن‌ها را مشاهده کنند. این فضا با بهره‌گیری از ابزارهای نوین مانند شبیه‌سازی، مدل‌سازی و تحلیل داده، تصویری جامع و پویا از آینده‌های محتمل را پیش روی تصمیم‌گیران قرار می‌دهد و به آن‌ها در انتخاب آگاهانه‌ترین مسیرها کمک می‌کند.
