آسیب‌شناسی سیاست‌های کلان نظام جمهوری اسلامی

چکیده

سیاست‌های کلی نظام، به عنوان یکی از مهم‌ترین اسناد حقوقی کشور، تعیین‌کنندۀ برنامه‌ها و اهداف نظام حکمرانی برای پاسخ به مسائل خود می‌باشد. با توجه به گذشت چند دهه از آغاز تدوین سیاست‌های کلی و تهیه چندین بستۀ سیاستی و نیز عدم موفقیت اغلب این سیاست‌ها در عمل، توجه به عوامل شکست و نقاط ضعف آن، ضروری به نظر می‌رسد. پژوهش حاضر به فراتحلیل پژوهش‌های انجام شده در این حوزه با رویکرد کیفی پرداخته است. نتایج این فراتحلیل نشان داد که متناسب با مراحل مختلف چرخۀ سیاستگذاری، بیشترین آسیب‌های شناسایی شده مربوط به مرحله تدوین سیاست بوده است و مراحل پیش و پس از آن کمتر مورد توجه قرار گرفته‌اند. آسیب‌های شناسایی شده بیرون از چرخۀ سیاستگذاری عموماً بر جایگاه سیاست‌های کلی نظام در ساختار نظام حقوقی و سیاسی کشور و نحوه ارتباط و هماهنگی آن با سایر نهادهای حقوقی و سیاسی متمرکز بوده‌اند. در واقع، این دسته از پژوهش‌ها به آسیب‌شناسی سیاست‌های کلان به مثابه یک نهاد حقوقی پرداخته‌اند و کمتر به آسیب‌شناسی آن‌ها از منظر علم سیاستگذاری پرداخته شده است.
