سؤال اصلی مرتبط با پژوهشهای «فرایند سیاستی» این است که «سیاست از کجا آمده است؟». در پاسخ به این سؤال، نظریههای مختلفی ذیل مطالعات سیاست عمومی پدید آمده است. یکی از این چارچوبها، «یادگیری سیاستی» است. این پژوهش قصد دارد تا به بررسی مدلهای مختلف یادگیری سیاستی پرداخته و عوامل مؤثر در یادگیری سیاستی را شرح دهد. بر این اساس، ضمن برشمردن تعاریف مختلف، مدلهای مختلف یادگیری سیاستی که مبتنی بر نقش مؤلفههای فردی و جمعی و تأثیرات عوامل مختلف مانند ماهیت مسئله سیاستی، نوع بازیگران یادگیرنده و شناخت آنها از مسئله، نوع پردازش فردی، وجود اجتماعات حرفهای و ... هستند، مورد بررسی قرار میگیرند.
