طراحی چارچوب سیاستگذاری برای تحول‌دیجیتال در آموزش‌عالی: ترکیبی فراقوم نگارانه از مدل‌های سیاستگذاری عمومی

چکیده

تحول ‌دیجیتال در آموزش‌عالی به عنوان ضرورتی اجتناب‌ناپذیر تلقی شده و نقش دولت‌ها و سیاستهای ‌عمومی در این ‌حوزه کمتر مورد توجه ‌بوده است. به کارگیری هریک از مدل‌های موجود سیاستگذاری‌عمومی به‌تنهایی در این حوزه منجر به ناکارآمدی وعدم پاسخگوئی به مسائل خاص و الزامات فضای تحول‌دیجیتال می‌شود. هدف این مطالعه، ترکیب تحقیقات و مدلهای موجود سیاستگذاری عمومی و مناسب‌سازی آنها با فضای تحول دیجیتال آموزش عالی است. روش‌پژوهش، فراترکیب و فراقوم‌نگاری است که با استفاده از رویکرد هفت‌مرحله‌ای نوبلیت و هار و ترکیب فراقوم‌نگارانه ۲۰ مدل و ترکیب تحقیقات درسه گام تجربه متقابل، تجربه تضادها و ردیات و ترجمه خط استدلالی انجام‌شد. نتایج شامل شناسایی فرایند شش‌مرحله‌ای فرامدل شامل تبیین وضعیت و شناسایی بازیگران، تدقیق مسئله و تعیین اهداف، تحلیل شواهد و چارچوب جمع‌آوری اطلاعات، تدوین گزینه‌ها، سناریوها و انتخاب گزینه‌ها با مشارکت بازیگران و اجرا همراه با پایش است.
