تحلیل شبکه تنظیم‌گری از منظر استقلال تنظیم‌گر؛ مطالعه موردی کمیسیون تنظیم مقررات ارتباطات و سازمان تنظیم مقررات و ارتباطات رادیویی

چکیده

در دهه‌های اخیر، با گذار از دولت مداخله‌گر به دولت تنظیم‌گر، نهادهای تنظیم‌گر به بازیگران کلیدی حکمرانی بدل شده‌اند. یکی از ویژگی‌های اصلی این نهادها، برخورداری از استقلال واقعی در تعیین و اجرای ترجیحات خود، بدون وابستگی یا تأثیرپذیری ناموجه از سایر بازیگران، از جمله سیاستگذاران، تنظیم‌گران موازی و تنظیم‌شوندگان است. این پژوهش با هدف ارزیابی میزان استقلال واقعی کمیسیون تنظیم مقررات ارتباطات و سازمان تنظیم مقررات و ارتباطات رادیویی در سه حوزه «ارتباطات ثابت و همراه»، «فرکانس رادیویی» و «پست»، با استفاده از روش تحلیل شبکه اجتماعی انجام شده است. داده‌ها از طریق تکمیل پرسشنامه توسط خبرگان و تحلیل ماتریس تأثیرگذاری بازیگران گردآوری شده‌اند. نتایج نشان می‌دهد که این نهاد در هیچ‌یک از حوزه‌ها از استقلال کامل برخوردار نیست، اما در حوزه فرکانس مستقل‌تر و در حوزه پست وابسته‌تر است. یافته‌ها بر لزوم تقویت سازوکارهای نهادی برای ارتقای استقلال عملیاتی تنظیم‌گر تأکید دارند.
