بررسی نقش سیاست حقوق مالکیت فکری در هم‌پایی فناورانه کشورهای در حال توسعه

چکیده

هدف این پژوهش بررسی رابطه سیاست­های حقوق مالکیت فکری و منابع دانشِ هم­پایی فناورانه یعنی تحقیق و توسعه داخلی و انتقال بین­المللی فناوری است. داده­های پژوهش از شاخص جهانی رقابت­پذیری گردآوری و برای تحلیل داده­ها از آزمون همبستگی و آزمون آنووا استفاده شده است. یافته­های پژوهش نشان می­دهد که اولاً منابع دانش هم­پایی فناورانه یعنی تحقیق و توسعه داخلی و انتقال بین­المللی فناوری، در کشورهای در حال توسعه مکمّل یکدیگرند و ثانیاً سیاست­های حقوق مالکیت فکری و منابع دانشِ هم­پایی فناورانه، در کشورهای در حال توسعه تأثیرگذاری دو سویه بر یکدیگر دارند. بر اساس نوع­شناسیِ این پژوهش، کشورهای در حال توسعه به لحاظ قوّت یا ضعف در دو عامل تحقیق و توسعه داخلی و انتقال بین­المللی فناوری به چهار نوع تقسیم می­شوند. سیاست­های حقوق مالکیت فکری در هر نوع از کشورهای در حال توسعه، با یکدیگر متفاوت است. توصیه سیاستی این پژوهش، سیاست­گذاری هم­زمان برای بهبودِ تدریجی تحقیق و توسعه داخلی، انتقال بین­المللی فناوری و حقوق مالکیت فکری است.
