		<Abstract>The main purpose of this paper is designing a model for policy making in developing      e-book industry. In this research, a qualitative approach based on grounded theory is applied. The statistical population of the pundits in this field includes the cultural policy makers, the experts and managers in electronic book industry and the connected fields who were interviewed via Theoretical sampling. From the twelfth interview on, a repetition in data was noticed, i.e. no new concept was identified, however, in order to achieve the necessary accuracy and certainty, sixteen people were interviewed. On the basis of findings, 508 concepts were identified, modified into 69 saturated concepts, and finally categorized into 19 subcategories in axial coding. The most important factor in a policy making model and specifically this field in Iran, is the content management system.</Abstract>

		<Abstract>The purpose of this paper is to determine the basic alternative scenarios of the banking system in dealing with the problems and challenges of banks and proposing policies for challenges. The future of the banking system was systematically examined using the Schwartz model in scenario-writing in a hybrid approach (combining library studies, experts’ interviews, panels and Delphi). As a result, two uncertainties were identified: 1. transaction costs and 2. Structural issues; so four scenarios identified: no-crisis and development, development alongside barriers, crisis, and postponement of the crisis. Reviewing four scenarios shows the banking system has structural problems, including non-compliance with financial standards and legal weaknesses, and subject to crisis regardless of sanctions. To solve the basic problems of Iran’s banking system, a conceptual model for reforming the banking system based on the general policies of the resistance economy and the general policies of the sixth national development program was designed.</Abstract>

		<Abstract>&quot;Social policy&quot; is a means of managing social risks and confronting the needs of particular classes. The support of groups such as &quot;occuping mothers&quot; who are experiencing specific and important needs due to their simultaneous roles in work and motherhood, are important and effective in relation to the family and the whole system, can be realized with this tool. An evaluation of the performance of the Islamic Republic of Iran in support of this group is essential and important in this research. In this regard, firstly, the social policies of Iran in the coordination of maternal and occupational roles are briefly described and then, using the method of analytical analysis and focusing on 170 reports published in five valid news agencies on how these policies are implemented, the purpose of the pathological analysis their implementation process has been followed. The three main lines of &quot;obstacles to good implementation of targeted policies&quot;, &quot;Consequences of non-implementation&quot; and &quot;strategies for improving the implementation process&quot; were derived from the encoding of reports, and the final result is that, between the existing Iranian rules on maternity/employment and their implementation, there is the deep divide of existence. So that they are so diminished in the process of implementation that they are acting against their primary goals and that they increase discrimination, undermine social justice and worsen the status of weaker groups than employed mothers.</Abstract>

		<Abstract>Quality of life is one of the consequences of urban policy making. However، Tehran&#039;s rank in relevant global ranking reports is low. This pose a series of question for urban managers: What are the current stages and processes of policy-making in Tehran urban management? What are the challenges and limitation of these processes that cause malfunctions? For answering these questions، processes of designing، approving، implementation and evaluation of the second five-year plan of Tehran municipality examined as a policy practice. These processes which took place between 2012 to 2018، selected by critical sampling. First of all the processes of policy-making in Tehran&#039;s urban management identified and documented. Then، the findings were verified by sharing them with 22 members of the City Council، urban managers، and experts involved in these processes. The results of this study showed that the policy-making in urban management constitutes of problem identification، policy formulation، policy implementation، and evaluation. However، these processes have some constraints and deficiencies which analyzed with the theory of path dependence in public policy and then relevant policy recommendations have been developed.</Abstract>

The gap is gaining local culture development and economic benefits simultaneously. The purpose of this study is to explain and classify the experiences of visitors of Iranian food festivals. Taking these experiences into event planners and managers makes it more convenient to attract enthusiasts. The purpose of this study is to explain and classify the experiences of visitors in Iranian food festivals. In this regard, by focusing on the reasons of people participation in food festivals, main roots of desired experiences are discovered. After books and articles reviews, using a qualitative analysis of focus groups, a new classification was developed to explain the experiences of these participants. The qualitative exploratory study was conducted in this research.</Abstract>

		<Abstract>Despite many studies done on S&amp;T collaboration networks، the relationships among the members of such networks has been less investigated. Present study has addressed the intra-network relationships of the members of INLN during the years 2004-16. The statistical population of this research includes all the members of INLN network and semi-structured interviews have been conducted with a number of key informants in order to identify the types of relationships. Using content analysis method، 21 types of relationships were identified and classified into 7 categories. Subsequently، using a questionnaire، the dyadic relationships between the member Laboratories were investigated and analyzed by SNA approach. The researched results revealed that in terms of intensity of communications، private centers have the most relationships followed by research institutes and universities respectively. Also، organizational motivations، interaction spaces and motivated people have played an important role in developing the collaboration relationships between network members.</Abstract>

		<Abstract>Communication policy is based on how technology, power and social networks connect with cultural policy. New social networks have a unique ability to organize and control social movements. Communication policy-making is based on how effective, social, regional, and international phenomena are understood, analyzed and managed. In this process, people are the main subjects of political systems, information structure and security necessities. Each of these institutions attempts to &quot;control perceptions&quot; in the context of social subjectivity. &lt;br /&gt;In this paper, to explain the relationship between communication policy, networks and social movements, such as a process will be part of the &quot;cultural policy&quot; mechanism. In cultural policy, the media will play a decisive role in organizing public opinion. The networking of the social structure provides the necessary grounds for collective action, participatory action, and the creation of an organic link between the various pillars of the political, social and international system. This process shows that in the age of the network and social movements, the pattern of government action would formed its transformative, changing, identity and competitive character. &lt;br /&gt;The main question of the paper is related to cultural policy and networking policy making. The question is &quot;Communication policy in a networked society has what kind features, functions, and links with social movements?&quot; The hypothesis is that &quot;Communication policy in the network era is related to functional posture, cultural policy and social movements.&quot; The main approach for explain this article is communication and network policy making. Such an approach was first introduced by Manuel Castells. Castells sought to demonstrate that social movements were the result of network space and that governments use communication patterns and mechanisms to control policy and power equivalence.</Abstract>

		<Abstract>The symptoms of evolution in the security policy of Middle East&#039;s actors have been shaped following the Arab uprisings in 2011. Iran&#039;s security policy formed by both internal and external factors was quickly affected by the mentioned developments. The present paper explores Iran&#039;s security policy making since the Arab awakening and especially towards the developments in Syria, Yemen, Bahrain and Iraq. Moreover, the authors attempt to submit a prescriptive instructions in order to improving the security policy making in Iran. The main question of the paper is as follows: what is the essence and elements of Iran&#039;s security policy towards the Arab awakening and what implications it has had? The findings illustrate that Iran&#039;s security policies since the eruption of uprisings in the region has been based on maintenance and expansion of regional influence through various instruments such as diplomatic, economic and military methods.</Abstract>

		<Abstract>Science transmission has by no means less importance than its production. With no means to transfer the science, It will disappear soon. It is here that  the role of language in its general meaning reveals. In the present article, It is tried to show the importance of handbooks writting in fortifying the science foundations with a focus on the handbook of philosophy and public policy.</Abstract>

		<Abstract>Classic studies, in any academic field are based on accumulated knowledge, and due to their innovations and new findings are among important works of the field, which may also cause new streams in further academic studies. Kingdon’s Agendas, Alternatives and Public Policies, first published in 1984, is one of the classic works in the field of political science and public policy. In this study, it’s been trying to explain the logic of policy process until the final stage of decision-making and law-making. In other word, it explains the appearance of policy ideas and policy proposals and the formation of agendas and alternative choices. In this paper, we demonstrate a detailed description of the Kingdon’s methodological, theoretical and findings. We believe that such an essay could make a useful insight for policy studies in Iran.</Abstract>
