		<Abstract>This paper aims to evaluate the objectives and strategies of Iranian diplomacy vis a vis Internet Corporation of Asignment of Names and Numbers as the regulator of the internet. The methodology is content analysis of the international policy papers and resolutions and statements and interviews. The conceptual model is drawn from Flink-Schrieterer. The paper concludes that the objective of the policy has been the” immunity of the root zone the strategies have actively been supportive of cultural relativity, net neutrality and intergovernmental supervision of ICANN. At the end, the paper presents some policy advice providing the recent development of the legal nature of this organization.</Abstract>

		<Abstract>It may be expected that the trend of industrialization in financial indus­try will still last a while. It is strongly connected to the developments in the IT industry. IT service providers increasingly offer complete services to banks – a trend that will probably grow in intensity within the next years (Lamberti &amp; Buger, 2009). So the effect of the policies on coevolution between information technology and banking is one the most important challenges for researches and practitioners in this era. Applying multilevel analysis, this study tries to shed light on the causes of the policy failure in coevolution between banking and information technology. 12 open interviews with the industry and academic experts were conducted and different layers of problem were identified. Focus group conducted to validate and complete the results.</Abstract>

		<Abstract>The aim of this paper is to investigate the effect of policy making system on the quality and functioning of policies designed to support Iranian small and medium industries. Required data was gathered by a qouestionarie from SME experts. The research hypotheses were tested via one sample t test, Friedman test and partial least square method. The findings reveal that the designed policies to support SMEs are not in a proper status in terms of sustainability, flexibility, providenc, reality, purposefulness and generality. Due to this condition, the functionings of the policies such as directing, coordinating, fulfilling public benefit, evaluating and controlling of programs have not been properly realized. According to the findings, impropriety of objective and subjective dimentions of industrial policy structure has significantly decreased the quality and efficiency of the SME policies.</Abstract>

		<Abstract>Change the architecture of governments after the globalization and public administration reform, underlie emergence the actors that are parallel with governments that transfer part of government&#039;s public policy ability to this actors and formation of &quot;hollow state’ phenomenon. Scientists of government responded to this &quot;ability transfer” by “policy capacity”. Spite of this fact, can be seen in the multiplicity in theoretical studies and definitions of this concepts. Contemplate in the meaning of this concept and drawing its semantic field, has provided an important methodical strategy to better understand and improve the field of public policy capacity study. In this paper, relying on thematic analysis method, first, &quot;nature&quot;,&quot;Subject&quot;,&quot;function” been derived as a constituent theme of policy capacity and then be criticized. The conclusion indicate, definitions arising from governance approach have provided more accurate conceptual underpinning compared to other definitions and be capable shown distinguish it from other topics of public policy.</Abstract>

		<Abstract>The relationship between research and policy making is one of great interest in the public policy field, especially since a large number of actors seek to influence the government (lobbyists, academic researchers, NGOs). These partnerships are not without difficulties, caused mainly by the many differences that remain between the worlds of researchers and policymakers. So, in addition to express the incompatibility aspects among the researchers and policy-makers, the barriers of interaction between the research and policy have been identified by documentary study. The results show these barriers can be summarized in four categories as: Ineffective communication among policy makers and researchers, non applicability of research in policy making, Lack of capacity to conduct policy research and Problems in the dissemination of research findings. Finally, recommendations for resolving these problems are presented that are useful for policy-makers and researchers.</Abstract>

		<Abstract>In the last decade, we saw the emergence of a different intellectual trends have each been trying to rely on their imagination, to strengthen the identity of &quot;self&quot; and rejecting &quot;other&quot;. In this paper, I analyzes on how to construct the Islamic identity in Europe and United state, and how the representation of Islam and Iran. Specifically, the article will be discussed about Islamic and Iranian identity construction from the perspective of identity. Islamophobia and Iran fear the most pivotal concept that Western thinkers in the past two decades have paid to the representation of its identity in the West. The key question is that what norms and perceptions with the objective of otherness and removal of Islamism reproduce? The underlying assumption of this article is based on the idea that identity patterns emerged in relation to Islam in the West and instill fear of Islam and Iran-phobia policy, the result being divided and the gap between the two worlds of identity and epistemological thinking, habits, and political institutions and different structures that &quot;distorts process&quot; or &quot;reductionism&quot; is.</Abstract>

		<Abstract>Merchandising animation characters is precious in terms of both transfer of culture and cultural economics, while it is unconsidered in Iran. Plenty of merchandised characters originate from other countries can be considered as a failure of this industry in Iran. This article introduces four key stakeholders in the field of merchandising animation characters and emphasizes roles of government and animation producers. The article focuses on factors should be regarded by producers in order to succeed in merchandizing. Also, policies which need to be made by government will be addressed.</Abstract>
