		<Abstract>In the course of any historical era, policymaking is governed by social, technological and developmentalist formations. As science and technology face paradigmatic changes during different historical eras, public and strategic policymaking is on the threshold of entering a new technological order influenced by such issues as balance, equilibrium and software act. Whenever the technological revolution emerges, the nature and public policies of the government undergo fundamental changes. The main question raised by the present paper is, “What are the signs and functions of policymaking in the Fourth Industrial Revolution?” The hypothesis of this paper emphasizes that “policymaking of the Fourth Industrial Revolution adopts a software, communitarian, balancing and equilibrium making approach toward managing newly emerging crises.” Each of the foregoing concepts and signs is considered as part of the nature and function of policymaking in the emerging technological era. The data analysis and content analysis methodology was used in compiling this paper. For the purpose of delineating the policymaking indices in the Fourth Industrial Revolution, the author benefited from the “digital and structural transformation approach” of such theoreticians as Schwab. The findings discussed in the paper indicate that, firstly, the mechanisms of the welfare government and the communitarian government are regarded as the main axes of policymaking of the Fourth Industrial Revolution. Secondly, such signs of communitarian, balancing and equilibrium acts leave their impact on effective and constructive governance.</Abstract>

		<Abstract>Today, the policy making process and especially the policy development stage follows precise characteristics and criteria so that what is developed can be successful in the implementation phase. In this regard, mere evaluating the implementation of the policy (ex post) did not work, and therefore, success in the correct evaluation of regulation can be achieved when the comprehensive and general process of evaluating the effects (positive and negative) of regulation is revealed in a combined form (ex ante and ex post). So, the main goal of this research will be to address the basic question of what components and stages should be included in the appropriate framework for evaluating the effects of regulation in the formulation of cultural policies. In this research, the research will be conducted from the interpretive paradigm, with an Inductive-Deductive approach, Multi-method quality and through the use of the Meta-synthesis and case study strategy. The required data will be collected from the literature review as well as the research environment and participants. According to the qualitative analysis using the theme analysis technique and 2020 MAXQDA software, the data collected were identified in 4 main themes including measures to prepare the space for using RIA, like the creation of a knowledge management network, steps and components of RIA implementation such as; Diagnosing, recognizing and defining the problem; Determining the audience, selecting the executive, reviewing the current situation, drawing the desired situation, reviewing the dimensions and effects of decisions, implementation and recommendations before that, and finally monitoring and evaluation; The results of establishing RIA for the organization, audience community and higher education and finally the main theme of institutionalizing RIA including internal and external factors in order to present the RIA framework with the help of process causality technique in formulating cultural policies.</Abstract>

		<Abstract>Literary and artistic property rights are designed based on human-centered components, and a work is protectable if it has a sign of the personality of its author and the author is also a human. With the advancement of artificial intelligence, the question arises as to whether the work created by artificial intelligence will also be original? And who is the author and owner of the said work? On the other hand, artificial intelligence uses the works of others in the process of creating the work, and this makes the issue of copyright infringement serious. Therefore, the question is whether this use can be an infringement of the right and if it is a infringement, which of the rights has been infringement? The present paper, using a descriptive analytical method, finally concludes that for policymaking in this area, the development of exceptions to copyright, especially the exception of data mining and payment of compensation to authors, can reduce the possibility of copyright infringement. In addition, with the advancement of artificial intelligence capabilities, produced works can also be original and protectable, and the assumption of non-human authors and owners can also be placed on the agenda of policymakers.</Abstract>

		<Abstract>With the emergence of new technologies and the expansion of virtual spaces, criminal law has faced new challenges. The author suggests creating a new branch titled &quot;Meta Criminal Law&quot; and proposes that legislators at national and international levels establish the substantive and procedural aspects of this field based on a criminal policy framework. The article examines the concept of meta criminal law, the opportunities and necessity of its formation, and its role in combating crimes in cyberspace. Using an analytical-descriptive method and library studies, it analyzes the current situation and future of meta criminal law. The article addresses the threats that could form the basis of criminal behaviors in the metaverse space and emphasizes that despite concerns about crime formation in the metaverse, there are inherent capabilities in the metaverse that can be used across a broad spectrum, including a criminal policy ranging from meta-criminal trials to the social rehabilitation of criminals and even virtual imprisonment.</Abstract>

		<Abstract>This paper examines the impact of trust in environmental institutions on moderating the relationship between income and environmental attitudes. Using data from the seventh wave of the World Values Survey and a logistic regression model, the results indicate that trust in these institutions has a positive effect on environmental attitudes. Furthermore, at higher levels of trust, support for environmental protection policies increases regardless of income level, whereas in low-trust conditions, even individuals with higher incomes do not exhibit stronger environmental attitudes. These findings highlight the importance of transparent and effective governance in strengthening public commitment to sustainability and underscore the crucial role of institutional trust in shaping these attitudes, particularly in societies with weak institutional structures.</Abstract>

		<Abstract>One of the continual crises that contemporary Iranian governments have often faced due to the inefficiency of their economic policies, and the economic behavior of the society has been overshadowed by it, is high and fluctuating inflation as a disproportionate growth in the prices of goods and services. However, the response of Iranian statesmen to the increase in the inflation rate as an economic issue has often been to emphasize their authoritative function and mandated stabilization of the prices of goods and services. Such an approach has been associated with irreparable consequences for the economic structure and the political legitimacy of governments and policymakers due to the deviation from the mechanism of the competitive free market and the principle of private ownership, in addition to aggravating the inflation crisis. The adoption of price control policy by government officials as a relatively stable political procedure during the contemporary era did not appear suddenly and out of nowhere, but it is rooted in the value traditions and structural systems of Iran. In this research, using the historical method, an attempt is made to identify the root of state-oriented authority(referent) in the historical context, based on Pierre Müller&#039;s Authority(Referent) theory and James Anderson&#039;s Context-Cognitive framework, which are among the interpretive approaches based on limited rationality. 			<OtherAbstract Language="FA">One of the continual crises that contemporary Iranian governments have often faced due to the inefficiency of their economic policies, and the economic behavior of the society has been overshadowed by it, is high and fluctuating inflation as a disproportionate growth in the prices of goods and services. However, the response of Iranian statesmen to the increase in the inflation rate as an economic issue has often been to emphasize their authoritative function and mandated stabilization of the prices of goods and services. Such an approach has been associated with irreparable consequences for the economic structure and the political legitimacy of governments and policymakers due to the deviation from the mechanism of the competitive free market and the principle of private ownership, in addition to aggravating the inflation crisis. The adoption of price control policy by government officials as a relatively stable political procedure during the contemporary era did not appear suddenly and out of nowhere, but it is rooted in the value traditions and structural systems of Iran. In this research, using the historical method, an attempt is made to identify the root of state-oriented authority(referent) in the historical context, based on Pierre Müller&#039;s Authority(Referent) theory and James Anderson&#039;s Context-Cognitive framework, which are among the interpretive approaches based on limited rationality. And its effects on the formation and reproduction of the economic policy of prescriptive (government) pricing in the contemporary era of Iran (Pahlavi II period and Islamic Republic) should be investigated and explained in form of a historical process.</OtherAbstract>

		<Abstract>In the process of pre-award, award, and post-award of the capital asset acquisition programs, it is possible that offenses occur in the realm of “Budget and Credits” and “Public Procurement”. Therefore, the intervention of criminal legislator is justified based on the principle of harm and protecting the public interests. It is obvious that the lack of proper thinking in the face of this issue will have far-reaching consequences. Therefore, continuous evaluation of criminal policy is necessary. In present research, by descriptive-analytical method, the nature of criminal policy was evaluated in terms of severity, integration, update of laws, and coordination of supervisory and judicial authorities, which are the criteria of a desirable criminal policy. The results of the mentioned evaluation indicate the lack of integrity in the legislation, lack of efficiency and lack of proportionality of the criminal response, and lack of coordination of the supervisory authorities. Therefore, it is necessary to think of a solution to solve the mentioned gaps.</Abstract>

		<Abstract>This article examines the role of religious teachings and jurisprudence in public policy in the Islamic Republic of Iran. As a system claiming to fulfill the objectives of Sharia, policy in the Islamic Republic must be grounded in religious principles and the aims of Sharia. Neglecting this issue may lead to misinterpretations or the ineffective adoption of secular models, which have fundamentally different roots from the goals of a religious system. The main question of this research is how public policy can be properly defined and aligned with religious values within this framework. The findings indicate that jurisprudential teachings, jurisprudential principles, and the objectives of Sharia should serve as the primary framework for decision-making. This approach can contribute to achieving the goals of the Islamic system.</Abstract>

		<Abstract>The automotive industry is one of the important and strategic industries of the country, which has had various ups and downs. According to its structure, some of the successes and failures are rooted in the internal strategies and actions of the companies, and others are due to the type of intervention of the governments in the automobile companies, which we refer to as &quot;industrial policy&quot;. The analysis of each of these policies is important for extracting the lessons learned and considering it in the future industrial policies. Therefore, the main goal of the research was to explain and evaluate the decentralization policy in the automotive industry, which was carried out mainly in the 80s. For this purpose, we first identified the purpose of adopting decentralization policy using thematic analysis method. The data of this stage were collected from two sources &quot;published documents&quot; and &quot;in-depth qualitative interviews with the officials of the time&quot;. In the second step, the degree of achievement of the goals was evaluated using the survey method and its analysis in the SPSS platform with the T-student technique. The result has been the partial realization of some goals and failure in another part of the goals considered by the policymakers. In the third stage, using the Expert Panel method, the reasons for policy failure were analyzed and lessons learned for the future of the automotive industry were presented.</Abstract>

		<Abstract>Nowadays, in universities and research centers, the promotion of faculty members&#039; ranks is recognized as one of the prominent policy tools in the field of higher education and also one of the most important daily concerns of faculty members for advancing their various educational, research, cultural, and executive activities. In this regard, the aim of the present research is to examine the experiences and opinions of higher education experts and stakeholders regarding the requirements and proposed solutions for improving the quality of faculty members&#039; promotion regulations on the one hand, and content analysis of the promotion regulations on the other hand. To this end, by employing the qualitative content analysis method, the opinions and viewpoints of higher education experts and stakeholders were examined. Additionally, the research population includes resources related to the quality of promotion regulations and 27 experts and policymakers who spoke at the first specialized conference on &quot;Evaluation and Assessment of Promotion Regulations for University Faculty Members&quot; held at the Institute for Cultural, Social and Civilizational Studies. Ultimately, according to the findings of this research, the main requirements and challenges facing the faculty members&#039; promotion system are categorized into activities such as cultural, educational, and social activities; educational activities; research and technological activities; scientific and executive activities; the process of policymaking, drafting, and approving the regulations; and finally, the process of scientific evaluation.</Abstract>

		<Abstract>In this article, the main subjects of strategic action in relation to Iran are Saudi Arabia and Turkey, which will have an effective ability to be effective in the surrounding environmet. Subjects are considered one of the signs of recognizing the power and threat of actors in the surrounding environment. Each actor, including Iran, is generally known for its distinct media, communication, and normative formats. The more countries understand the behavioral patterns and tactical actions of communication and strategic actors, the more power they will have to control threats. The main question of the article is the intertwined relationship between security subjectivization and the behavioral action pattern of actors in the field of &quot;cognitive and media action.&quot; Therefore, it raised the question, &quot;What are the characteristics of the media and normative policymaking of Iran, Saudi Arabia, and Turkey in their interaction with each other?&quot; The hypothesis of the article refers to the fact that &quot;media and normative policymaking in Iran, Saudi Arabia, and Turkey is based on competitive mechanisms and reflects a specific form of soft balance.&quot; The &quot;Nassel soft balance&quot; approach is used in the process of preparing the article.</Abstract>

		<Abstract>The general policies of the system, as one of the most important legal documents of the country, determine the plans and goals of the governance system to respond to its issues. Considering that several decades have passed since the beginning of general policies formulation and the preparation of several policy packages, as well as the lack of success of most of these policies in practice, it seems necessary to pay attention to the factors of failure and its weaknesses. The present research has analyzed the research done in this field with a qualitative approach. In order to achieve this goal, all the researches that dealt with the pathology of the general policies formulated in the Expediency Determination Forum were identified and analyzed. The findings of this research were presented in two parts: damages within the policy cycle and outside the policy cycle. The results of this meta-analysis showed that according to the different stages of the policy-making cycle, the most identified harms were related to the stage of policy formulation, and the stages before and after that have received less attention. The damages identified outside the policy cycle have generally focused on the place of the system&#039;s general policies in the structure of the country&#039;s legal and political system and how it is related and coordinated with other legal and political institutions. In other words, it can be said that this group of researches have dealt with the pathology of macro policies as a legal institution and less has been dealt with their pathology from the perspective of policymaking science.</Abstract>

		<Abstract>In recent years, major oil companies around the world have accelerated their digital transformation journey by embracing data as a strategic asset and developing digital oil fields. The emergence of big data, alongside the siloed operations of various disciplines within the upstream oil and gas value chain, has led to numerous challenges in data management for data-driven decision-making and value creation. Consequently, the need for a robust data management framework at the industry level is evident. This article aims to address the gap caused by the lack of a comprehensive perspective on data management to guide professionals and researchers in the exploration and production Industry. Using the meta-synthesis method, along with a systematic review of previous studies and the integration of existing literature in this industry, data management is examined from various aspects, distinguishing it from data governance. After identifying 10 key components and 47 sub-components, a four-layer conceptual framework for data management is proposed, including: Data Infrastructure Layer, Data Architecture and Integration Layer, Data Analytics and Services Layer and Data Management Objectives Layer. The elements of this framework can assist the petroleum industry in assessing data-driven maturity, defining data management projects, and implementing AI-based governance.</Abstract>
