This research examines the policy-making system of Lake Urmia based on the advocacy coalition framework. So, active coalitions of the sub-system of policy-making of Lake Urmia, their beliefs and source of powers have been identified based on the qualitative approach in this research. The population of this research was experts who were familiar with the Urmia Lake policy-making system and documents in this field. Snowball sampling has been used as the method of sampling. Interviews and studying documents were the main instruments for gathering data. Content analysis has been used for analyzing data. The most important results of this research are the identification of three advocacy coalitions consisting of the supporter of local environmental management, the Supporter of the engineering approach, and the potential coalition of environmental NGOs. The results indicate that the type of activity of these three coalitions can be explained by the features of the adversarial subsystem.

Iran is currently facing a decline in birth rates, particularly within families affiliated with the Ministry of Science, Research, and Technology (ATF). This study aims to propose effective strategies for addressing barriers to childbearing among female academic faculty members within the ATF Ministry. Through forward-looking casual layer analysis, the research identifies obstacles across four layers: litany, systemic causes, worldview/discourse, and myth/metaphor. Thirteen obstacles at the litany level, 21 at the systemic causes level, 14 at the worldview/discourse level, and 15 at the metaphorical layer are identified. Strategies are systematically presented, beginning with challenging and transforming deeply rooted myths and metaphors, then interventions targeting social narratives, structural changes, and practical measures to support childbearing. These strategies are designed to preemptively address future impediments and foster a conducive environment for marriage, childbirth, and overall youth welfare within the ATF Ministry.

Shared water resources play a significant role in the relations between countries, especially in dry regions of the world. By looking at such a characteristic and identifier, the future research approach can be strategic in drawing the future relations of countries over shared water resources. In the current research, 68 factors affecting the hydro political relations between Iran and Afghanistan in the Hirmand river basin were identified using the Delphi method, and by using the Micmac software, the effective key factors were determined, and for each of the key factors, various modes were designed and in the form of a cross-key questionnaire. It was prepared and made available to the statistical community of the research Scenario Wizard software was used to identify possible scenarios. This software Three reported strong and possible scenarios by performing the required analysis. Examining the possible scenarios shows that the critical situation prevails over other possible situations. Therefore, the situation of hydro political relations between Iran and Afghanistan in Hirmand river became critical.

The destructive effects of climate change on the vital resources of countries have caused countries and international organizations to make dealing with it as one of the main agendas of their policies. However, the success rate of countries in this area has been different. Focusing on the Indonesian case study and using the descriptive-analytical method and data analysis of international organizations, this article answers the question of how increasing cooperation at different levels can reduce climate change in a country. The findings of the article show that although Indonesia is in the list of the top 10 carbon producing countries in the world, since 2015, there has been a noticeable change in dealing with climate change in this country. Focusing on the state of domestic and international cooperation in Indonesia, the research shows that this country has been able to create a network of cooperation at different internal and external levels and improve climate change management.

Political actors are one of the main drivers of public policies. They direct the policies due to their beliefs. Studying their action has a long tradition in policy studies but recent changes known as “ideational turn” gave a new aim to the research. Following this changes this article tries to uncover the images undelaying in the discourses that political actor have presented to public and also identify their ideas, used to gain audience and improve policies. The data are collected from the political discourses of 8 different Presidential Honeymoon Periods from 1989 to 2017. The Framework used to conduct this research is argumentation theory of Isabela and Norman Fairclough’s (political discourse analysis framework). The findings highlight a specific image advocated by the political actors in each Presidential Honeymoon Periods for the cultural problems and also indicates a selective use of constant key ideas in addition to changing ideas based on society’s conditions.

The main goal of the present research was to design a model for evaluating the effectiveness of university research, which was achieved using the meta-synthesis method. First, with the aim of identifying the dimensions, criteria and indicators of the effectiveness of academic research, selected keywords were searched in the most important domestic and foreign reliable academic journals and databases and the number of 262 related studies was identified and extracted among which 30 related scientific studies were selected according to using certain criteria. In the next step, with applying the method of content analysis, the related codes and concepts were extracted and then criteria and indicators related to each of the dimensions were identified and the findings were categorized upon them. Then, the key findings under the three dimensions of "inputs, outputs and effectiveness (internal and external aspects)" of academic research were compiled. The results showed that this proposed multidimensional and integrated model is unique and can be considered as an effective tool for evaluating the effectiveness of academic research at the disposal of researchers, policy makers and practitioners. Its application and implementation can improve the quality of decision-making process as well as the resource allocation decisions at different operational levels of the university.

Sovereign wealth funds have been one of the important actors of political economy in the last two decades, and their role in the political economy of many societies, especially societies benefiting from rentier incomes from the sale of natural resources, such as the Persian Gulf countries, has been very prominent. Although these funds are considered an economic tool, governments have been able to benefit from their political gifts. This article tries to use the institutional approach to investigate the function of these funds in the framework of domestic political economy for the owner countries and its effects on their internal system. This article raises the question of what is the reason for the importance of foreign exchange reserve funds in the last two decades in the domestic political economy? Relying on the descriptive-analytical-exploratory method and using the data statistics and letters related to the funds, it is on the agenda to examine the hypothesis that foreign exchange reserve funds as an institution for countries have important political benefits despite their economic benefits. The findings of this research from examining the effects of these funds in two political and economic dimensions show that the important and fundamental role of currency reserve funds in creating power and forming a procedure appropriate to the ruling policy can help consolidate the internal power of governments.

Today political finance regulation has become a key element of political systems. As a result of growing role of money in elections, states began to impose laws and regulations which are today known as political finance regulations, or campaign finance regulations. Reviewing the existing research and policy literature and using thematic analysis, we have tried to introduce a Comprehensive framework of key elements constituting a campaign finance regulation system that can be used domestically in Iran. In order to verify our results and ensure their reliability and validity, we use methods such as focus groups, reviewing during coding and referential material adequacy. findings of our research shows that to design a campaign finance regulation system, four global themes and organizing and basic themes categorized under them must be considered: Goals of campaign finance regulation, tools of campaign finance regulation, considerations of employing tools of campaign finance regulation and important contextual factors related to campaign finance regulation.
