It is essential to identify the areas and requirements of agile regulation in developing the digital economy. This qualitative research aims to formulate the areas and requirements for agile regulation by focusing on upstream documents related to the development of the digital economy. In the first step of the research, an initial list of 40 upstream documents was prepared using the documentary method, and 16 effective documents were selected by using the theoretical selection approach. The content of these documents was analyzed using the thematic analysis method, resulting in the identification of 14 areas and 26 requirements for agile regulation, which were then prioritized using the AHP method. The results show that in the core layer, communication and information infrastructure, in the digital layer, public digital services and in the digitized layer, data and content have more priority.
