Since this concept has not been studied, this research has been done based on the grounded theory. The results show that the features of the toxic policy making system are: lawlessness and anarchy, confusion and chaos in policy making system, lack of policy discourse, lack of process for policy learning, discriminatory policies, lack of coordination between interest of policy makers and national interest, lack of convergence of public policies with grand policies, and misunderstanding of the national situation.  <br />The context and the causal conditions that set the stage for toxic policy making system, the strategies of toxic policy makers and the consequences of toxic policies are the other findings of this research that have been explained in detail. <em>هدف از انجام این پژوهش، معرفی و تبیین نظام خط‌مشی گذاری زهرآگین در ایران است. بر اساس یافته­های پژوهش، ویژگی­های نظام خط­مشی­گذاری زهرآگین بدین شرح است: رواج بی‌قانونی، هرج‌ومرج، آشوب و ازهم‌گسیختگی در نظام خط‌مشی‌گذاری، نداشتن گفتمان خط‌مشی، فقدان فرایندی برای یادگیری خط‌مشی، تبعیض‌آمیز بودن خط‌مشی، یکسو نبودن منافع خط‌مشی‌گذار با منافع ملی، فقدان هم­گرایی با خط‌مشی‌های بالادستی، فهم نادرست از شرایط و تحلیل نادرست و ضعیف از وضعیت کشور. بستر شکل­گیری نظام خط­مشی­گذاری زهرآگین، شرایط علّی منجر به ظهور نظام خط‌مشی گذاری زهرآگین، راهبردهای خط‌مشی­گذاران زهرآگین و پیامدهای این نظام خط‌مشی گذاری از دیگر محورهای مورد بررسی در این پژوهش است.</em> https://jppolicy.ut.ac.ir/article_72273_feac34df99d277ae1f160d49d2043508.pdf
