So, using scenario planning method (based on Schwartz model and integral methodological approach) the future of governance in the field of public utilities, is argued. For this purpose, quantitative tools Such as “cross impact analyze questionnaire” and “scenario wizard software” is combined with qualitative tools Such as interview and expert panels. The conclusions show that future governance can be described in five different scenarios including: big fat state, rentier government, individual market governance, collective market governance and smart social governance. Then, using the findings of the research and the views of the experts, for each of the alternative scenarios )third to fifth  scenario), options for policy formulation are suggested. <em>هدف مقاله حاضر، ترسیم سناریوهای اصلی بدیل درخصوص آینده حکمرانی در عرصه توزیع انرژی برق ایران و ارایه پیشنهاداتی برای سیاستگذاری در این زمینه است. بدین‌منظور، با بهره‌گیری از مدل شوارتز در سناریونویسی و رویکرد ترکیبی در روش‌شناسی پژوهش (تلفیق ابزارهای کمی مانند پرسشنامه تحلیل آثار متقاطع و نرم‌افزار سناریو ویزارد با ابزار کیفی مانند مصاحبه و پنل خبرگان) آینده حکمرانی در حوزه تسهیلات عام‌المنفعه و به طور‌خاص توزیع انرژی برق در ایران طی افق بیست ساله پژوهش، به‌طور نظام‌مند واکاوی شده است. درنتیجه، آینده حکمرانی در این عرصه، در قالب پنج سناریوی «دولت کرخت بزرگ»، «حاکمیت رانتیر»، «حکمرانی بازاری فردگرا»، «حکمرانی بازاری جمع‌گرا» و «حکمرانی اجتماعی هوشمند (خودحکمرانی)» تبیین و توصیف گردیده است. سپس با بهره‌گیری از یافته‌های پژوهش و دیدگاه‌های خبرگان، برای هر یک از سناریوهای بدیل (سوم تا پنجم)، گزینه‌هایی برای تدوین سیاست‌ها پیشنهادشده است.</em> https://jppolicy.ut.ac.ir/article_68239_71b796373683cc4c93893c6a020365b0.pdf
