Politicization as the result of intervention of politics in administration leads to change in public sector's goals. In this research the purpose is the extension of look domain to politicization from citizens' perspective as the goal market of government. We used the mixed method to identify their ideas about politicization. In qualitative phase with using qualitative interviews and coding technique, politicization dimensions, components and final codes have been extracted. In next phase researchers calculated the validity and reliability of them and propose a model of dimensions of politicization include culture, human resource management, structure and rules.
