IT service providers increasingly offer complete services to banks – a trend that will probably grow in intensity within the next years (Lamberti & Buger, 2009). So the effect of the policies on coevolution between information technology and banking is one the most important challenges for researches and practitioners in this era. Applying multilevel analysis, this study tries to shed light on the causes of the policy failure in coevolution between banking and information technology. 12 open interviews with the industry and academic experts were conducted and different layers of problem were identified.
