Research has shown that mismanagement of water resources plays a greater role than technical issues in causing water crises. Therefore, developing effective policies and laws in water resource management is of fundamental importance. In Iran, five-year development plans are developed with environmental and social conditions in mind. In this context, clause "H" of item 40  of the Seventh Development Plan prohibits inter-basin water transfer for non-potable uses. This policy is designed to protect resources, respect environmental rights, and prevent ecosystem degradation. The transfer of potable water is permitted only after technical reviews and approval by the Supreme Water Council, while water extraction from seas and lakes is exempted. The present study, using a qualitative approach and utilizing the contextual interaction framework, examines this policy and suggests that, in order to achieve the goals, institutional coordination, participation of local communities, use of new technologies, and compensatory mechanisms should be strengthened to ensure justice and sustainable water security. مسائل حوزه آب درهم‌تنیده بوده و ابعاد زیست‌محیطی، اجتماعی، اقتصادی و سیاسی را شامل می‌شوند. در ایران، برنامه‌های توسعه پنج‌ساله با توجه به شرایط محیطی و اجتماعی تدوین می‌شوند. بند«ح»ماده40 برنامه هفتم توسعه، انتقال آب بین‌حوضه‌ای برای مصارف غیرشرب را ممنوع اعلام کرده­است. این سیاست باهدف حفاظت از منابع، رعایت حقابه‌های زیست‌محیطی و جلوگیری از تخریب اکوسیستم‌ها طراحی شده­است. انتقال آب شرب تنها پس از بررسی‌های فنی و تصویب شورای عالی آب مجاز است، درحالیکه استحصال آب از دریاها و دریاچه‌ها مستثنی شده­است. پژوهش حاضر با رویکرد کیفی و بهره‌گیری از چارچوب تعاملات بسترمند، به بررسی این سیاست پرداخته و پیشنهاد می‌کند برای تحقق اهداف، هماهنگی نهادی، مشارکت جوامع محلی، استفاده از فناوری‌های نوین و سازوکارهای جبرانی تقویت شود تا عدالت و امنیت ­آبی پایدار تضمین گردد. https://jppolicy.ut.ac.ir/article_107874_82b9ea789de134f56a401a72a6528608.pdf
