This article argues, by proposing the central concept of “identity-instrument fit,” that the congruence of the motivational logic of different identities with the logic of the effectiveness of policy instruments is a necessary condition for achieving behavioral effectiveness and strengthening the symbolic legitimacy of policies. By using a mixed methodology (latent class analysis and alignment matrix) and examining practical examples in the areas of housing, transportation, and agriculture, it is shown that designing combined and targeted packages of t instruments, appropriate to the identified identity profiles, while increasing efficiency and achieving distributive justice, reduces risks such as identity essentialism and social polarization. This framework offers a fundamental rethinking of the understanding of target groups and the symbolic function of policies. خط‌مشی‌گذاری مبتنی بر هویت، با به چالش‌کشیدن فرض بنیادین «شهروند همگن» در طراحی خط‌مشی‌های عمومی، بر نقش تعیین‌کننده ناهمگونی پنهان هویتی ذی‌نفعان تاکید می‌ورزد. این مقاله با طرح مفهوم محوری «تناسب هویت-ابزار» استدلال می‌کند که همخوانی منطق انگیزشی هویت‌های مختلف با منطق اثرگذاری ابزارهای خط‌مشی، شرط ضروری تحقق اثربخشی رفتاری و تقویت مشروعیت نمادین خط‌مشی‌هاست. با بهره‌گیری از روش‌شناسی ترکیبی (تحلیل کلاس نهفته و ماتریس هم‌راستایی) و بررسی مصادیق عملی در حوزه‌های مسکن، حمل‌ونقل و کشاورزی، نشان داده می‌شود که طراحی بسته‌های ترکیبی و هدفمند ابزار، متناسب با پروفایل‌های هویتی شناسایی‌شده، ضمن افزایش کارایی و تحقق عدالت توزیعی، از مخاطراتی چون ذات‌انگاری هویتی و قطبی‌سازی اجتماعی می‌کاهد. این چارچوب، بازاندیشی اساسی در فهم گروه‌های هدف و عملکرد نمادین خط‌مشی‌ها ارائه می‌دهد. https://jppolicy.ut.ac.ir/article_107871_61170dd37765bf9bee70ec952a5170b0.pdf
