Data were collected through document analysis and semi-structured interviews. First, documents were analyzed, then in-depth interviews were conducted with 16 experts in the field of education, and continued until theoretical saturation. The analyses were conducted using Brown and Clark's six-stage model. The findings showed that there are obvious shortcomings in the different stages of school privatization. In the first step, the main issue of this policy is stated to be improving quality and increasing the diversity of educational programs, but it seems that the main issue is leading to the. In the next step, ambiguity in educational ideology has caused a gap between the main actors and has been a serious obstacle to the effective participation of the private sector. Also, despite various mechanisms for implementing and evaluating the policy, these two basic stages of private schools has not been given to non-governmental schools and independent evaluators. <span lang="FA" style="font-size: 10.0pt; font-family: 'B Mitra';">این پژوهش با هدف تحلیل فرآیند سیاست خصوصی‌سازی مدارس در ایران انجام شد. داده‌ها از طریق تحلیل اسناد و مصاحبه‌ جمع‌آوری شدند. ابتدا اسناد تجزیه و تحلیل شدند سپس با 16 نفر از متخصصین حوزه آموزش مصحبه عمیق انجام شد و تا اشباع نظری ادامه یافت. تحلیل‌ها با استفاده از مدل شش مرحله‌ای براون و کلارک انجام شد. یافته‌ها نشان داد که کاستی‌های آشکاری در مراحل مختلف خصوصی‌سازی مدارس وجود دارد. در گام اول، مسئله اصلی این سیاست، بهبود کیفیت و افزایش تنوع برنامه‌های آموزشی بیان شده است، اما به نظر می‌رسد مسئله اصلی، هزینه‌های نظام آموزشی است. در گام بعدی، ابهام در ایدئولوژی آموزشی باعث ایجاد شکاف بین بازیگران اصلی شده و مانعی جدی برای مشارکت مؤثر بخش خصوصی بوده است. همچنین، با وجود سازوکارهای مختلف برای اجرا و ارزیابی این سیاست، در عمل، این دو مرحله اساسی مدارس خصوصی همچنان تحت کنترل متمرکز دولت باقی مانده‌اند و استقلال واقعی به مدارس غیردولتی و ارزیابان مستقل داده نشده است.</span> https://jppolicy.ut.ac.ir/article_107801_926b135e989f39d73ffc72914d499788.pdf
