This industry came under the domination of the public sector following the Iranian Revolution of 1979. It is also an industry that does not obtain the satisfaction of Iranian consumers for various reasons: high prices, low quality, insecurity, etc. However, the government does not want this monopoly to be broken. The socio-history approach to public action, we believe, will help us to propose an appropriate framework of study for this case. Therefore, we discuss the outlines of this approach and show its usefulness for this kind of study. This work has an introductory value and developments will be elaborated in future articles.
