Successful policy implementation indicates the progress of the country's administrative system; On the other hand, the lack of proper implementation of the established policies will limit the evaluation and actual feedback of that policy and will also pose a serious challenge to the development of a new policy; In the present study, an attempt has been made to Meta-analysis on the policy implementation in Iran, in order to achieve a model of a combination of factors affecting the policy implementation in Iran. For this purpose, the research was selected and studied by the Meta-analysis method, which has seven basic steps. Among these, 37 studies that were presented by different thinkers and were comparable were reviewed, of which 286 components were identified from a total of 37 studies; finally, a hybrid model was presented from the total work done. Findings show that among the extracted categories, the category of "inefficient and incompetent executors" has the most reference among the sources reviewed, followed by the categories of "lack of correct understanding of the problem", "lack of integrated and macro attitude", respectively.
