The research addresses the issue with the hypothesis that the domestic and foreign requirements of the EU countries have led to a change in the governance of the higher education system and the realization of multidimensional rule instead of purely state governance. The findings of the paper show that issues such as globalization, the changing world economy, the intensification of economic competition and economic crisis as external issues and low economic growth, and social challenges as internal factors have led to a change in the governance of the European higher education system . The consequences of this transformation have also emerged in the form of responsiveness, competitiveness, mobility, internationalization, networking and university specialization.
