تدوین چارچوب خطمشی گذاری تعاملی برای مبارزه با پولشویی در نظام بانکداری جمهوری اسلامی ایران
از آنجایی که در اسناد بالادستی کشور ما، مبارزه با فساد از اصلی ترین اقدامات است؛ لذا نیاز است تا با مصادیق مربوط به آن نیز مقابله شود. پولشویی یکی از مهمترین مصادیق فساد است که در اکثر اوقات از طریق نظام بانکی صورت می گیرد. در این تحقیق، چارچوب خطمشی گذاری تعاملی برای مبارزه با پولشویی درنظام بانکداری جمهوری اسلامی ایران تدوین شده است. روش تحقیق حاضر، روش کیفی است که با استفاده از روش تحلیل مضمون، دادهها را شناسایی و تحلیل می کند. با بررسی مصاحبه ها و ادبیات داخلی و بینالمللی، 265 شاخص استخراج شدند که از میان این شاخص ها، 56 مضمون سازمان دهنده و 5 مضمون فراگیر شناسایی شد. بر اساس نتایج تجقیق، چارچوب خطمشی گذاری تعاملی در مبارزه با پولشویی در سیستم بانکداری ج.ا.ا، فراهمکننده تدابیر مشارکت جویانه و مدیریتی است که با اشراف اطلاعاتی و با بهرهگیری از مشارکتهای تعاملانه بازیگران مؤثر در راستای نیل به اهداف مربوطه، مثمرثمر خواهد بود.

معرفی ابعاد ساختاری نوآوری فراگیر و کاربرد آن در خطمشیگذاری عمومی برای کاهش نابرابری
یکی از نقدهای وارد بر خطمشیهای نوآوری در جهان، افزایش شکاف بین فقر و غنی در کشورها متعاقب اجرای خطمشیهای پیشین است. در این راستا حوزه مفهومی جدید «رشد فراگیر» و «نوآوری فراگیر» به عنوان یکی از نگاههای جدید در خطمشیگذاری، به شناسایی تجارب و خطمشیهایی میپردازد که در کاهش نابرابری در سطح جوامع اثرگذارند. این پژوهش با هدف شناسایی عوامل ساختاری موثر بر شکلگیری تجارب نوآوری فراگیر و با روش فراتلفیق کیفی درخصوص تحقیقات نوآوری فراگیر انجام شد. برای تحلیل دادهها، از «مدل نردبان نوآوری هیکز» استفاده شد و مؤلفههای شناسایی شده در سطوح خرد تا کلان دستهبندی شدند. مدل نهایی شامل چهار بُعدِ دولت، فناوری مناسب، شبکههای جهانی و سازمانهای مردمنهاد (سمنها) به عنوان عوامل ساختاری موثر در نوآوری فراگیر است. در بخش دستاوردها بر نقش فناوری مناسب، به عنوان بستری که جذب مشارکت و نیز توانمندسازی افراد حاشیهای در قعر هرم جامعه برای تلاش به منظور کاهش نابرابری را میسر میکند، تاکید شده است.

واکاوی سازوکارهای نظام حمایت اجتماعی بر پایه رویکرد قابلیت انسانی
مبانی سیاستی، اقدامات فقرزدایی و ساختار اجرایی نظام حمایتی ایران، دچار نواقص عمدهای است. پژوهش حاضر با هدف تببین سازوکارهای نظام حمایتی برپایه رویکرد قابلیت و حکمرانی حمایت اجتماعی، به دنبال پاسخ به این پرسش است که براساس این دو رویکرد، ساختار و محتوای سیاستها، برنامهها و ساختار اجرایی نظام حمایتی چگونه باید باشد؟ برای دستیابی به این مهم از اسناد سیاستی، اسناد علمی و انتظارات ذینفعان نظام حمایتی، شواهد لازم؛ جمع آوری و با استفاده از روش تحلیل تم، مضامین مربوطه استخراج شدند. یافتهها نشاندهنده این است که تمرکز رویکرد قابلیت بر تغییر رابطه فقر و رشد، سنجش فقر چندبُعدی و خروج فقرا از وضعیت فقر است. همچنین حکمرانی حمایت اجتماعی بر سه جزء طراحی برنامههای یکپارچه فقرزدایی، الزامات اجرایی و ارزیابی برنامهها و نهادها تاکید دارد.

تبیین الگوی بومی توسعه مشارکت الکترونیک در سیاستگذاری ایران
پژوهش حاضر با هدف دستیابی به الگوی توسعه مشارکت الکترونیک در سیاستگذاری کشور انجام پذیرفته است. روش تحقیق مورداستفاده در این پژوهش نظریه داده بنیاد میباشد. بدین منظور 15 مصاحبه عمیق و نیمه ساختاریافته با خبرگان انجام پذیرفته است. تحلیل یافتهها با استفاده از نرمافزار 12 MaxQDAدر دو فرآیند کدگذاری باز و انتخابی بر اساس روش اشتراس و کوربین به ظهور 1901 کدباز، 394 مفهوم انتزاعی در قالب 27 مقوله اصلی منجر گردیدکه در مرحله کدگذاری محوری روابط بین این مقولهها با استفاده از پارادایم کدگذاری محوری تبیین گردید و درنهایت با کدگذاری انتخابی 6 قضیه اصلی به دست آمد. نتایج حاصل مبین این است که شرایط موجود سیستم سیاستگذاری کشور و الزامات داخلی و خارجی از یکسو و ظهور ابزارهای نوین مشارکت الکترونیک و تغییر پارادایمهای مدیریت و مطالبات جدید شهروندان از سوی دیگر بهعنوان شرایط علّی موجب ضرورت یافتن توسعه مشارکت الکترونیک در کشور گردیده است. همچنین توسعه مشارکت الکترونیک در ایران شامل توسعه سه مؤلفه خطمشی مشارکت الکترونیک، سیستم مشارکت الکترونیک و چرخه مشارکت الکترونیک میباشد که در صورت بهکارگیری راهبرد اصلی پذیرش و گفتمان سازی ملی در بستر اجتماعی، سیاسی، فناورانه داخلی کشور و با در نظر گرفتن ملاحظات سیاسی و فنی در طراحی و پیادهسازی میتواند منجر به ظهور پیامدهای جامعه مشارکتجو و حکمرانی مشارکتی گردد.

کاربست روشهای آیندهپژوهی بهمنظور توسعه ظرفیت فرآیند سیاستگذاری نفت و گاز
هدف این مقاله، توسعه ظرفیت فرآیند سیاستگذاری عمومی از طریق بهکارگیری روشهای آیندهپژوهی است. برای محدود شدن قلمرو و کاربردیتر شدن نتایج و به دلیل سوابق موجود، فرآیند سیاستگذاری نفت و گاز بهعنوان مورد مطالعه انتخاب گردیده است. به این منظور پس از مطالعه ادبیات موضوع، پرسشنامه ای طراحی و پاسخهای پانزده خبره، بر اساس نمونه مورد نیاز در تحلیل دلفی، اخذ گردید. همچنین، روش دلفی فازی به منظور تحلیل دادههای جمعآوریشده، استفاده شد. بر اساس نتایج حاصل، برای توسعه ظرفیت سیاستگذاری عمومی در حوزه نفت و گاز، روش تفکر سیستمی در مرحله تشخیص و ارزیابی مسائل سیاستی نفت و گاز، سناریونگاری در مرحله تدوین گزینههای سیاستی مربوطه، تحلیل هزینه- فایده در مرحله ارزیابی گزینههای سیاستی، برنامهریزی اقدام در مرحله اجرای سیاست و در نهایت بازبینی سیاست و سنجش تأثیر سیاست در مرحله ارزیابی پس از اجرا، بیشترین تناسب را جهت توسعه ظرفیت سیاستگذاری نفت و گاز دارند.

وضعیت ملالتآور و کسالت بار مدارس، سیاستگذاری برای افزایش شادی و نشاط را ناگزیر کردهاست. نظام آموزشی نیز ایجاد مدارس شاد و با نشاط را جز اهداف خود معرفی میکند. در مقاله حاضر استدلال میشود نظام آموزشی برای تحقق این هدف چه سیاستهایی را در پیش گرفته است. برای گردآوری دادهها از اسناد رسمی موجود و مصاحبههای نیمساختیافته و برای تحلیل دادهها از تحلیل محتوای کیفی استفاده شدهاست. یافتهها حاکی از آن است که در ساختار معنایی نظام آموزشی، شادی یکی از عواطف خنثی بشری است که در نتیجه انتخاب انسان میتواند وسیلهای برای نیل به کمال و یا مانعی بر سر راه آن باشد. از همین جا با دوگانگی در معنا مواجهیم که دو نوعِ متفاوت سیاستگذاری را طلب میکند. در این دوگانگی شادی سالم یا شادی روحی (که در این ساختار معنایی، نشاط نامیده میشود) در برابر شادی ناسالم یا شادی جسمانی قرار میگیرد. نظام آموزشی در مقام اجرا، برای مقابله با شادی ناسالم، سازوکارهای مختلف طرد، سرکوب و توبیخ را به کار گرفتهاست، این در حالیست که برای شادی سالم، برنامه اجرایی مشخصی ارائه نکردهاست. در این مقاله استدلال شده است که یک دلیل این بیتوجهی، نگاه انتزاعی و ناملموس به مقوله نشاط در میان دانشآموزان است.

ملاحظاتی برای سیاستگذاری حقوقی قراردادهای هوشمند
توسعه تجارت الکترونیکی منجر به ایجاد سه نسل از قراردادهای الکترونیکی از قراردادهای مبتنی بر امضائات باینری تا قراردادهای داده گرا و قراردادهای هوشمند شده است. این تحقیق با توجه به روش اسنادی به دنبال پاسخ به این است که مفهوم قراردادهای هوشمند چه بوده و اساساً این قراردادها معتبر تلقی می شوند؟ ویژگی خوداجرایی در این قراردادها به چه معناست و چه نقشی در توسعه نظام مبادلاتی دارد؟ آیا قواعد عمومی حاکم بر قراردادها می تواند پاسخگوی نیازهای این دسته قراردادها باشد؟ این تحقیق با مطالعه تطبیقی حقوق امریکا به دنبال بیان این مطلب است که این قراردادها با توجه به دارابودن ویژگی خوداجرایی، نسبت به اجرای مفاد قرارداد بدون دخالت فرد سوم و اعمال ضمانت اجراهای عدم انجام تعهدات قراردادی اقدام و این ویژگی باتوجه به دارابودن خصوصیت افزایش امنیت، کاهش هزینه و افزایش سرعت و دقت در انعقاد معاملات منجر به توسعه نظام مبادلاتی می گردد.

پس از آغاز جنگ داخلی در سوریه و درخواست کمک دولت این کشور، جمهوری اسلامی ایران ایجاد و تقویت امور نظامی موازی را به عنوان بخشی از سیاستهای امنیتی خود در سوریه در دستور کار قرار داد. با وجود نقش مثبت ساختارهای نظامی موازی، شواهد عینی حکایت از احتمال بالای انحلال یا تضعیف این ساختارها در شرایط پساجنگ دارند. لذا در شرایطی که نهاد ارتش از کارایی لازم برای مهار تهدیدهای احتمالی امنیتی در آینده برخوردار نیست، این پرسش مطرح است که بایستههای سیاستگذاری امنیتی جمهوری اسلامی ایران در سوریه پسا جنگ چیست؟ بر این اساس، مقاله پیشرو بر این فرضیه استوار است که جمهوری اسلامی ایران باید سیاستگذاری امنیتی خود در سوریه پسا جنگ را به سمت حفظ قانونی ساختارهای موازی نظامی سوری و غیر سوری تبار در چارچوب اجرای استراتژی تداوم حضور مستشاری در این کشور سوق دهد.

روش شناسی تحلیل مضمون و کاربرد آن در مطالعات سیاستگذاری عمومی
مطالعات سیاستگذاری عمومی به دنبال بررسی عوامل موثر بر سیاستها و تأثیر سیاستها بر جامعه است و در این زمینه از روشهای مختلفی بهره میگیرد. پیچیدگی محیط سیاستگذاری عمومی، ابعاد مختلف مسائل سیاستی وشرایط و عوامل متفاوت تاثیرگذار بر متغیرهای مورد مطالعه در رشته سیاستگذاری عمومی در جوامع مختلف ایجاب میکند که تحلیلگران سیاستگذاری، مجهز به رویکردهای روششناسی مناسب باشند تا بتوانند این پدیدههای غامض را در چارچوب و زمینه خاص خود مطالعه و بررسی نمایند. در این میان، تحلیل مضمون روشی برای تعیین، تحلیل و بیان الگوهای موجود درون دادهها است. این روش دادهها را سازماندهی و با جزئیات توصیف میکند اما میتواند از این فراتر رفته و جنبههای مختلف موضوع پژوهش را تفسیر نماید. مقاله پیش رو با توجه به اهمیت روشهای پژوهش کیفی در حوزه سیاستگذاری به تبیین روش تحلیل مضمون، ویژگیهای و مراحل آن پرداخته، نمونههایی از کاربرد این روش در سیاستگذاری عمومی را بیان کرده و نرم افزارهای مناسب برای اجرای این روش را معرفی کرده است.

فرآیند سیاسی سیاستگذاری: رویکردی عملگرایانه به سیاستگذاری عمومی
سوال کلیدی «فرآیند سیاسی سیاستگذاری: رویکردی عملگرایانه به سیاستگذاری عمومی» این است که آیا سیاستگذاری عمومی لزوماً سیاسی است؟ نویسنده با پاسخ مثبت به این سوال در پی اثبات آن با اتخاذ روشی عملگرایانه است. بررسی ویژگی سیاسی سیاستگذاری عمومی این امکان را فراهم می کند که اهمیت آن در فرآیند سیاستگذاری را بفهمیم و بدانیم دولت معاصر چگونه از طریق آن نه تنها به سیاست های وضع شده بلکه به خود نیز مشروعیت می دهد. این موضوع باعث می شود سیاستگذاری را نه تنها به عنوان یک فرآیند برای حل مشکلات اجتماعی بلکه به منزله ابزاری برای ایجاد مشروعیت بپذیریم. نویسنده ارائه راه حل برای مسائل اجتماعی را فرآیندی پیچیده می داند که در آن بازیگران و پیشنهادهای سیاستی مختلفی وجود دارد که از درون یک فرآیند پیچیده به انتخاب یک راه حل نهایی منجر می شود. اتخاذ رویکرد عملگرایانه باعث فهم بهتر فرآیند سیاستگذاری عمومی می شود.
