Of course, it is a difficult path related to analytical philosophy and cellular and molecular sciences. This article is trying to create a clear picture of these interdisciplinary relationships to understand better the policy maker's brain and mind in making the public policy agenda. The present study considers Kahenman's distinguishing human brain decisions into intuitive and logical systems. The allocation of 95% share to the intuitive system is a design bias and needs to be redefined and an optimal model based on interdisciplinary studies suggested in this article.  Scientific findings from different studies in the field of cognitive neuroscience confirmed that the decision process is influenced by determinants such as health and cellular efficiency of the decision maker's brain and their consciousness as well as the functionality of neurosensory receptors and their interconnectivity.  The decision can be formed under the influence of distorted external information from the environment or false internal information of the central nervous system and the resulting illusion. Receiving misinformation can be due to sensory receptors defect, brain injuries, pharmaceutical product or drug abuse. On the other hand, old age and brain damage can lead to diminished or heterogeneous brain neurons, dementia, and loss of identity memories. This type of brain tissue abnormality reduces the brain-mind decision-making capacity, causes cognitive biases, reduces the ability to make correct and timely decisions, or leads to abnormal decision-making. The scope of decision-making disorder can go beyond the individual sphere. In terms of the influence on the policymaker, social and national decisions and policies could be affected and as a result, causing misdirection of the ruling system and development in the country and the world. Testing this hypothesis will require conducting experimental cognitive neuroscience research on the target population of policymakers.}, keywords = {cognitive science,Life science,Public Policy,Brain,Mind,Decision}, title_fa = {درآمدی بر رابطه ساحت زیستی و ساحت شناختی سیاستگذار: مغز، ذهن و تصمیم}, abstract_fa = {شناخت رابطه دو جوهر مغز و ذهن برای درک نحوه تصمیم گیری انسان بسیار اساسی بوده و البته مسیر سخت و دشواری است که از طرفی با فلسفه تحلیلی و از طرف دیگر با علوم سلولی و مولکولی ارتباط پیدا می کند. این مقاله در صدد ترسیم تصویر روشنی از این ارتباطات بین رشته ای برای درک بهتر نقش مغز و ذهن سیاستگذار در اخذ تصمیم درحوزه سیاستگذاری عمومی است. مطالعه حاضر تعریف کاهلمن در تفکیک تصمیم گیری مغز به دو سیستم شهودی و منطقی و سهم  ۹۵٪ سیستم شهودی  را سوگیرانه می داند، آن را نیازمند باز تعریف می داند و مبتنی بر مطالعات بین رشته ای مدل بهینه ای ارایه می کند. یافته های مطالعات علوم شناختی و عصب تصمیم، نشان می دهد که  تصمیم تحت تاثیر عوامل تعیین کننده ای چون سلامت و کارایی سلولی مغز تصمیم گیر و سلامت گیرندهای عصبی اطلاعات و در نهایت سطح خوداگاهی تصمیم گیر و ارتباط بین آنها می باشد. تصمیم می‌تواند تحت تاثیر اطلاعات تغییر شکل یافته بیرونی از محیط یا اطلاعات کاذب درونی خود ساخته سیستم عصبی مرکزی و توهم حاصله شکل گیرد. دریافت این اطلاعات غلط می‌تواند بدلیل آسیب گیرنده های حسی یا صدمات مغزی یا سوء مصرف مواد و دارو، حاصل آمده باشد. از سوی دیگر کهولت سن و آسیب های مغزی می تواند موجب کاهش ویا غیر متجانس شدن نرونهای مغزی و ایجاد دمانس و از دست دادن خاطرات هویتی گردد.  این دسته از  ناهنجاری بافتی مغز، موجب کاهش ظرفیت تصمیم گیری مغزـ ذهن، سوگیری های شناختی و  کاهش توانایی های تصمیم گیری درست و بموقع  و یا منجربه اتخاذ تصمیمات ناهنجار می‌شود. دامنه این اختلال تصمیم گیری می تواند از حوزه فردی فراتر رفته و با توجه به حوزه نفوذ سیاستگذار، تصمیمات و سیاستهای اجتماعی و ملی و در نتیجه سمت و سوگیری توسعه تمدنی در کشور و جهان را مورد تاثیر قرار دهد. آزمون این فرضیه نیازمند انجام پژوهشهای تجربی عصب شناسی بر جمعیت هدف سیاستگذاران خواهد بود.}, keywords_fa = {علوم شناختی,علوم زیستی,سیاستگذاری عمومی,مغز,ذهن,تصمیم}, url = {https://jppolicy.ut.ac.ir/article_79516.html}, eprint = {https://jppolicy.ut.ac.ir/article_79516_97205f32c876225dc374a637024e6c06.pdf} }
