In this article, after presenting some definitions of culture and assessing its role in the society, we will discuss the importance of comparative studies. If we accept the saying that "experience is the father of science", then we can refer to comparative studies as one of the main ways to use experience in the humanities. In comparative studies, we can deliberate various topics by using different approaches and one of these approaches to the study of cultural policy is the concept of system of references. They help us to understand the direction of the country's cultural policies and to estimate the effectiveness of their policies to a reasonably degree. Countries adopt different approaches to cultural policies and we consider them on a range of minimum to maximum intervention. Nowadays, preserving the cultural diversity as a major international reference in the field of cultural policy has been accepted and its very importance in achieving sustainable development is emphasized all over the world.

This study aims to present a developmental model for fuel cell technology in the country, based on the technological innovation system. To do so, 89 effective events for the development of this technology have been determined. These events have been categorized by using MAXQDA software and complied with functions of the basic research model. Therefore, given the current evidence in developing fuel cell technology in Iran and based on the approval of experts, the proposed model includes two separate functions; developing human resources and providing financial resources.Eventually, based on confirmation from experts, a model for the technological innovation system of fuel cell technology is provided with 8 main functions in the country. The major weaknesses in developing this technology and the reason for weak formation of the technological innovation system for fuel cell technology in Iran have been identified. These include functions such as ineffective entrepreneurship and inefficient market formation, which impede the large commercialization of this technology.

Over the past decade, ponds in the Islamic Republic of Iran confront with serious threats. The reasons such as reducing the volume of water in the natural and human factors, entrance of various biological, chemical and physical pollutants in to environment of ponds, change of the use of pond’s lands, non-compliance of right of natural environments and water projects, lack of environmental considerations in the implementation of development projects, hunting and illegal fishing and smuggling causes these serious threats. Hamoon is the seventh pond in the world and the largest freshwater lake of our country and for various reasons has become the epicenter of the crisis moving sand dunes and causing numerous social and economic problems in the region. Thus the aim of this article is to describe the environmental challenges of Hamoon and policies of the Islamic Republic of Iran in this field. This article is composed of two parts. The first part introduces the environmental importance of Hamoon and challenges in this area and in the second part we review the environmental policies of the Islamic Republic of Iran in this area, and presents policies to deal with the challenges

Medical tourism is people decision to travel across the border for medical treatment. In recent years patients aimed at treating at lower cost and higher quality traveling to other countries. This research aimed at identifying factors influencing the decision to choose medical tourism destination.The results indicated that regulation, service delivery and human resources respectively has significant and positive impact to choose Iran as a destination for medical tourists, while governance and funding does not affect the choice of tourists. Based on the results of study suggest policies for promoting the quality of services to medical tourists to be done at the international level and medical centers comply with international standards in service delivery.
